1.1 The races will be governed by the rules as defined in the Racing Rules of Sailing (RRS 2013-2016)
1.2 Skippers Meeting will be held at Rock the Dock located at 535 Dock St, Tacoma, WA 98402 at 1800 Hours on Friday, August 19, 2016. Entries will be accepted until 1815 at the Skippers Meeting. The Race Committee will attempt, at that time, to determine class breaks.
1.3 To be eligible to race, yachts must meet or exceed SER “Nearshore +” safety requirements. Yachts racing in PHRF must be a paid member of PHRF-NW and be on file with PHRF –NW.
Windseekers class boats must be a minimum of 18 feet Length Over All (LOA). Furthermore, all participants must wear a Personal Flotation Device (PFD) when on deck at all times
1.4 Individual Recall
1.4.1 1.5.1 PHRF Classes: The Race Committee may attempt to hail by name(s) and or sail number(s) of those PHRF Class Boats recalled. Failure to do so, the timing of the hails, the order of the hails, the failure to hear the hails, or any other issue associated
with the hails, will not constitute grounds for redress. This changes RRS 62.1(a)
1.4.2 Windseekers Classes: If a yacht is found to be On Course Side (OCS – “Over Early”), that yacht will be considered racing and (2) two points will be added to their finishing place in that race. This changes RRS 29.1. In addition, there will be no grounds for redress in these instances, which changes RRS 62.1(a).
2. SCHEDULE OF THE RACES AND CLASS FLAGS
2.1 First Warning for PHRF Class Single Hand Yachts shall be 0955
2.2 First Warning for PHRF Class Double Hand Yachts shall be 1000
2.3 First Warning for Windseekers class yachts shall be 1005
2.4 Class Flag for PHRF Single Hand Classes shall be #1 Pennant
2.5 Class Flag for PHRF Double Hand Classes shall be #2 Pennant
2.6 Class Flag for Windseekers shall be Windseeker Burgee
3.1 Start Line: Start line shall be between a temporary orange mark and the orange flag displayed on the Race Committee Boat anchored in the vicinity of the Browns Point Lighthouse
4.1 The course shall be as follows:
After starting, proceeding a westerly direction toward Gig Harbor, then northerly through Colvos Passage.
Next, leave the navigational mark “4” Fl R 6S to PORT
Next, leave a “Virtual Mark” at coordinates 47*31’25.64”N 122*28’09.72”W in the vicinity of Allen Bank to STARBOARD.
Next, leave Pt. Robinson to STARBOARD.
Then proceed to the finish located in the vicinity of the Browns Point lighthouse.
5.1 The finish line shall be between the orange flag on the committee boat anchored off of Brown’s Point Lighthouse and the lighthouse itself.
5.2 At the discretion of the Race Committee, the RC Boat may motor back through the fleet and finish Windseeker Class boats as they stand on the course.
5.3 At the discretion of the Race Committee, the RC boat may shorten the course at any mark of the course, even in the event that a yacht racing has passed the shortened course mark. See Section 6 below.
6. SPECIAL INSTRUCTIONS
6.1 Rounding Times (See Course Chart for Clarification)
6.1.1 All yachts, upon passing the Navigational Marker “4” Fl R 6S, when the mark is located at a compass heading of 270 from the racing yacht, shall record their rounding time
6.1.2 All yachts, upon rounding the Virtual Mark at Allen Bank, when the virtual mark location is at a heading of 180 Degrees from the racing yacht, shall record their rounding time based on a GPS Time.
6.1.3 All yachts, upon rounding the Pt. Robinson Lighthouse, when the lighthouse is at a compass heading of 270 Degrees from the racing yacht, shall record their rounding time based on a GPS Time.
6.2 Reporting Rounding times - Mark Rounding times shall be reported to the Race Committee by radio at the following instances:
6.2.1 time of finish OR
6.2.2 as soon as reasonable after a yacht abandons the race OR
6.2.3 At a time when requested by the race committee
7. TIME LIMITS
7.1 For all classes in the race, the time limit shall be (10) hours after the start time for each class
8.1 For the Vashon Challenge race, scoring for PHRF Classes shall be done on a TIME – ON – TIME formula.
8.2 For this race, scoring for Windseekers shall be scored as they stand “boat for boat”, in their
individual classes. Furthermore, at the discretion of the Race Committee, Windseekers may be “horned on course” for finishing purposes, with no grounds for redress. This changes RRS 62.1(a)
8.3 It is the intention of the Race Committee to determine the finishing order of those who participate in this event. In the event that no boat in a specific class finishes the entire course, the race committee shall use the mark rounding times as the basis for scoring the race.
8.3.1 In the event that the race is shortened at any mark AND a yacht or yachts in any class have already passed said mark and are still racing towards the next mark or finish line, the rounding times for the mark at which the race is shortened shall be used to determine the finishing order of the race.
8.3.2 A shortened course option will be available for boats that take their time at the designated shortened course option finishing line. Boats using the shortened course option will be considered finishers and will be scored in class and overall based on their time and the distance for the shortened course starting immediately behind boats finishing the full course.
9. PROTEST AND PENALTIES
9.1 The first two sentences of rule 44.1 are changed to: “A boat may take a One-Turn-Penalty when she may have broken a rule of Part 2 or Rule 31 while racing. However, when she may have broken a rule of Part 2 while in the Zone around a Mark, other than a starting Mark, her penalty shall be a Two-Turn-Penalty.
