  1. RULES
    1. The races will be governed by the rules as defined in the Racing Rules of Sailing (RRS 2013-2016)
    1. To be eligible to race, yachts must meet or exceed SER “Nearshore +” safety requirements. Yachts racing in PHRF must be a paid member of PHRF-NW and be on file with PHRF –NW. Windseekers class boats must be a minimum of 18 feet Length Over All (LOA)
    1. Individual Recall
      1. PHRF Classes: The Race Committee may attempt to hail by name(s) and or sail number(s) of those PHRF Class Boats recalled. Failure to do so, the timing of the hails, the order of the hails, the failure to hear the hails, or any other issue associated with the hails, will not constitute grounds for redress. This changes RRS 62.1(a)
      1. Windseekers Classes: If a yacht is found to be On Course Side (OCS – “Over Early”), that yacht or yachts will be considered racing and (2) two points will be added to their finishing place in that race. This changes RRS 29.1. In addition, there will be no grounds for redress in these instances, which changes RRS 62.1(a).
  1. SCHEDULE OF THE RACES AND CLASS FLAGS
    1. First Warning for PHRF Class Yachts shall be 0955 for all Harbor Series races
    1. First Warning for Windseekers class yachts shall be 1000 for all Harbor Series races
    1. Class Flag for PHRF Classes shall be #1 Pennant
    1. Class Flag for Windseekers shall be Windseeker Burgee
  1. START
    1. Start Line: Start line shall be between a temporary orange mark and the orange flag displayed on the Race Committee Boat anchored in the vicinity of the Browns Point Lighthouse
  1. COURSES
    1. Quartermaster Harbor Race:

After starting, proceed in a northwesterly direction.

Then pass Manzanita Buoy(Red #2), leaving the buoy to STARBOARD.

Then leave a Yellow Temporary Mark located off Burton in Quartermaster Harbor to PORT.

Then pass the Manzanita Buoy (Red #2), leaving the buoy to PORT.

Then proceed to the finish line located at the entrance to the Thea Foss Waterway as defined in Section 5

Note that the race may be shortened at any mark at the discretion of the Race Committee.

    1. Gig Harbor Race:

After starting, proceed in a westerly direction towards Gig Harbor.

Then leave a Yellow Temporary Mark located off the Gig Harbor Lighthouse to PORT.

Then proceed to the finish line located at the entrance to the Thea Foss Waterway as defined in Section 5

Note that race may be shortened at the Yellow Temporary Mark located off of the Gig Harbor Lighthouse at the discretion of the Race Committee.

    1. Zenith Harbor Race:

After starting, proceed in a Northeasterly direction towards Zenith Harbor (Des Moines Area)

Then leave Three Tree Point Yacht Club’s I-Mark (White floating column approximately 5’ tall. Marked with an “I”), approximately 1NM southeast of the Des Moines Fishing pier (coordinates approximately 47degrees 23.149 minutes North / 122 degrees 19.993 minutes WEST) to PORT.

Then proceed to the finish line located at the entrance to the Thea Foss Waterway as defined in Section 5

Note that race may be shortened at Three Tree Point Yacht Club’s I-Mark at the discretion of the Race Committee.

  1. FINISH
    1. The finish line shall be located at the entrance to the Thea Foss Waterway between the Orange Flag displayed by the Race Committee located at the Seaport Marina Public Doc, along the west side of the waterway, and the Dolphin located along the east side of the waterway entrance.
  1. TIME LIMITS
    1. For Quartermaster Harbor, the time limit shall be (6) hours after the start time for each class
    1. For Gig Harbor, the time limit shall be (6) hours after the start time for each class
    1. For Zenith Harbor, the time limit shall be (7) hours after the start time for each class
  1. SCORING
    1. For the Harbor Series races, scoring for PHRF Classes shall be done on a TIME – ON – TIME formula.
    1. For the Harbor Series races, scoring for Windseekers shall be scored as they stand “boat for boat”, in their individual classes. Furthermore, at the discretion of the Race Committee, Windseekers may be “horned on course” for finishing purposes, with no grounds for redress. This changes RRS 62.1(a)
    1. For the Harbor Series, a yacht’s series score will be a total of all (3) races. No races will be discarded. This changes RRS Appendix 2

  1. PROTEST AND PENALTIES
    1. The first two sentences of rule 44.1 are changed to: “A boat may take a One-Turn-Penalty when she may have broken a rule of Part 2 or Rule 31 while racing. However, when she may have broken a rule of Part 2 while in the Zone around a Mark, other than a starting Mark, her penalty shall be a Two-Turn-Penalty.”
